Border passing between Nong Khai - Vientiane

I need to know, can I pass the border between Nong Khai and Vientiane if my passport expires in 3 months? But I have the certificate from the Russian Consulate in Laos, confirming the receipt of a new passport.

Yes, you can cross the border to Laos with your passport expiring in 3 months provided that you have in hand a letter from your consulate in Laos that confirms the issuance of your new passport.
