Hi Clive, The answer to your question is a NO, unless you want to do it illegally. However, if you want to enter Laos legally but you have no passport, there is a way.
In Nong Khai, you (Thai national) can get a temporary border pass. Just about any of the travel agents in Nong Khai will get you one, and there are many along the road near the bridge, you just need to go in and ask. Look for signs "border pass" or something along that line. It is a bit more expensive getting the border pass through travel agents than going yourself to the office (town hall).
Entering Laos with a border pass, you can stay up to three days and you're not allowed to go to other provinces other than the border town (your entry point) e.g. Vientiane if you enter from Nong Khai to Vientiane. You also need to exit at the point that you enter.
